If you know two lines are parallel, their slopes will be the same, no matter what the y-intercept.

Therefore, slope of new line is 2

y=mx+c

Put in values of the point to find c value.

-5= 2(4)+c
-5 = 8 +c
-5-8 = c
-13 =c

Therefore, equation is y = 2x -13 of the new line.

Hope I helped :)
