y= -5/4x + 11/2

1) Since we have point (2,3) and it is perpendicular to points (0, 0) and (5,4)

Let's find out the slope between (0, 0) and (5,4)

2) As it is perpendicular, then the slope is reciprocal and opposite to 4/5, so that slope is going to be -5/4

Let's plug point (2,3) , as point (2,3) belongs to that line, into the slope-intercept formula:

(2,3)

y=mx +b

3 =2 (-5/4) +b

3 =-5/2 +b

3+5/2 = b

b=11/2 Linear coefficient

3) So finally, we can write the equation of that line as y=-5/4x + 11/2
