I believe that the correct answer is Congressional leaders wanted to restore the Union as quickly as possible.
This was not a primary motivation for Republicans, but rather for the Democrats. The Congress did feel that it should have the authority over the Reconstruction policy; the Congress did want to punish the South; and of course, they didn't want to give any power to the South.
