This amendment was suppose to allay federalists that by guaranteeing specific rights to the Constitution so that they would not protect other unspecified rights.

That all rights not listed in the constitution belong to the people and not the government. Basically saying that the rights of the people are not limited to just the rights listed in the constitution.
