How did the us policy toward france change under john adams administration?

The Jay Treaty of 1794 had offended the French as betrayal of their 1788 treaty of alliance with the U.S. The French began seizing American ships to show their irritation. Andams sent envoys to negotiate peace, but France refused. Adam then broke off negotiations.
