Popular sovereignty takes four forms. The first is the basic concept of creating the Constitution itself: the people elected representatives who saw to it that a document representing everyone was created. Second and third, the Constitution and its amendments must be ratified by a supermajority of the states, voted on again by the constituents. Finally, the very act of voting itself is popular sovereignty: when people vote on those who will represent them in government and vote on their beliefs about legislation, this is popular sovereignty at work.
