This is TRUE. The nominal group technique works by having every person in the group begins by writing down an idea on a piece of paper. Then the ideas on the pieces of paper are shared and then they are ranked. This decreases a-type conflict because it allows everyone to get a say in the decision making process, even people who might often be too shy to share their ideas.
