I would first solve for y
4/5x - 2y = 3
-4/5x -4/5x
-2y = -4/5x + 3
----- -----
-2 -2
Y= -4/5x + 3
-----------
-2

Now to find the y intercept, plug 0 in for x

Y=-4/5(0) + 3
--------------
-2
This gets you 3/-2 as your y intercept

To find x intercept, plug 0 in for y

0= -4/5x + 3
----------
-2
This gets x to be 3 and 3/4
