Why is there no mining in Antarctica, despite evidence of mineral resources on the continent?

Antartica is designated as a scientific study region, therefore, signatories to the antarctic treaty agreed to forego its military/industrial development in 1959 to enable the study of complex natural biological processes that occur there and basically no where else on earth.
