Like many other English intellectuals in the 1600s, William Penn believed that religious tolerance could help build more powerful governments and more prosperous societies. Therefore, while other colonies had set an official religion, in Pennsylvania religious tolerance was mandatory. Eventhough Christians were the only ones allowed to vote or hold political positions, all settlers were welcome in social and economic participation.

Wealthy colonists, middle-class people, and low-class workers, from different backgrounds, added to build a prosperous colony.
