Which of the two legislative bodies in Hamilton's plan represents the general population,and what does the other body represent?

Hamilton constructed a plan that allowed the House of Representative to represent the general population in a proportionate amount that reflects the census count in each devised area. This is all while the senate will only accept an set number of senates that are elected in order to represent the states. Each state, regardless of size, gets 2 votes from 2 representatives in the senate while the population is more evenly represented in the House.
