The northwest ordinance outlawed slavery in the northwest territory.

I think the answer is an admission of new states. Because of the growing number of territories that are seceding, the Congress wanted to make sure that the lands would be divided properly among the other southern territories. They wanted to make sure that these territories will not be able to outvote them.
