Where did buddists build tall multi level towers called pagodas?

Pagodas are tiered towers with multiple levels. They were built in traditions originating in stupa in historic South Asia and further developed in East Asia. A stupa is a dome shaped structure erected as a Buddhist shrine.

Most of the time, they built them in viharas, or a monastery.
