I think that it can definitely be used to manipulate people. However, most of our decisions are made based off of out emotions. If someone is trying to use somebody else's emotions to get them to do something bad, then definitely that's deceptive. But if they are not trying to use their emotions against them, then no i don't think its unfair. I think this question honestly just depends on the situation.
