With the Articles of Confederation, one of the major points of popular sovereignty comes from the fact that any state can bring up a point for amendment of the document, but it requires all 13 states to agree to the change before the amendment was approved. This gives every state the same amount of leverage to reject a piece of legislation as any other state.
