The correct answer would be
Hammurabi.
Hammurabi was the first ruler of the Babylonian empire. He was also responsible for the first written code of laws which is also known as "The Code of Hammurabi" or "The Hammurabi Code". This happened from 1792 B.C to 1750 B.C.
