I don't entirely understand the question, but I will do my best to help. Eye signal can help determine a person's intent in a situation in multiple ways.
Examples: If you're angry your eyes sorta glare. When you're sad they get wet and teary eyed. When you're relaxed they are more at a normal state.
If you're trying to signal someone it can be a wink, or blinking your eyes rapidly.
