How will the powers of the legislative branch be balanced against those of the weaker executive branch?

The powers of the legislative branch, although broad in a significant array, will ultimately be balanced by the executive branch that is viewed as being weaker, due to the fact that they are able to veto a great deal of what the legislative branch puts forth.
