What distinguishes an objective written from a learner-centered perspective rather than the perspective of the family life educator?

Learner centered perspectives empower students to learn skills necessary to perform a given objective. Whereas a family life educator would more than likely have some sort of preventative aim as their objective. An example of a learner-centered perspective would be "we aim to empower students to be proactive members of society." A family life educator may say something like "we aim to have less than 50 percent of youth adolescents engage in substance abuse."
