I’m pretty positive the answer is option three, one over twenty-five. Mainly because every second increased is 25ft higher from the ground.

rate of change = y/x......25/1 = 25 <==
========================
the graph, when x = 12.....the slope is 30....so y = 12 * 30 = 360
the table , when x = 12...the slope is 25....so y = 12 * 25 = 300
so there si a difference of (360 - 300) = 60 <==
