During an oil spill, oil coats the surface of the water, endangering sea life. Why doesn’t oil dissolve in ocean water

Oil doesn't dissolve in ocean water, because it doesn't mix with water. I believe oil is lighter than water, and will generally float on the upper layers of the water.
It will only be able to expand in the top, and will not be able to completely dissolve
