a) To determine the number of parks from 270 to 419, notice that the height of the second bar of the graph give us this information. The answer is:

Number of parks from 270 to 419 = 4

b) The total number of parks is given by the sum of the heights of all bars (due to the height of the bar represents the number of parks). Then, you have:

Total number of parks = 9 + 4 + 6 + 3 + 9 = 31

Hence, there are 31 parks

c) Consider that the class width refers to the difference between the upper and lower limits of a class. In this case, you can notice that the difference beween the limits is 150 (for example 419 - 270 = 150)
