Every 6th guest: 6, 12, 18, 24, and so on.
Every 9th guest: 9, 18, 27, 36, and so on.
18 appears in each of these lists; 12 does not. Elizabeth is wrong. The first person to receive both a t-shirt and a mug would be the 18th guest.
