It would have to be symbolism, because a simile is a comparison using like or as, which that line doesn't have. An enjambment is a continuing sentence without stopping or pausing, and the line doesn't do that. A metaphor is a comparison using is. So it would have to symbolize how they were continents even though they were not really.
