I can only answer question number 3.

Licensing and certification requirements are very important because it signifies that you have undergone the necessary lessons, training, seminars, and hands-on experiences that is required in order to fill the job.

These licenses and certificates are proof that one has finished the course and is equipped to perform the necessary duties and responsibilities required for his/her position.
