The Foraker Act conceded just fractional, as opposed to full citizenship to Puerto Ricans. It left the lawful status of the island amorphous. The Jones Shafroth Act expanded their portrayal and took into account a prevalently chosen Senate, all laws still expected to go through Congress. Numerous Puerto Ricans were oppressed at the two bills since they proceeded to just give them halfway rights.
