Monarchy is a system of rule in which one ruler is governed, by the principle of succession, the royal, imperial throne is inherited. In addition, it should be said that the monarch can be a man or a woman who is not a religious leader and who usually maintain close ties with a religious institution in that state. Theocratic system of government is the one where the state is ruled by the religious leader or more of them, who plays the role of the state ruler and the role of a religious leader.

The answer is: C.
