what does tucker mean when he says that the ethical question of the day is the distribution of wealth, not the redistribution of wealth?

It almost sound like what Tucker is saying, is that people don't want hand-outs, they want to earn that money themselves, and they certainly don't want money that was earned by someone else the wrong way. Hope this helps.
