The book is asking if 14/20 is the same as 16/24. In other words, we want to see if 14/20 = 16/24 is a true equation or not.

Let's find out

14/20 = 16/24
14*24 = 20*16 ... cross multiply
336 = 320

Since the last equation shown above is NOT true, this makes the first equation NOT true.

The equation 14/20 = 16/24 is false so they did NOT make a proportional number of shots

An alternative route is to convert each fraction to decimal form
14/20 = 0.7
16/24 = 0.6666... (the 6's go on forever)
We get two different decimal values so this confirms our answer
