8x + 3y = 2....multiply by 2
4x - 6y = -7
--------------
16x + 6y = 4 (result of multiplying by 2)
4x - 6y = -7
----------------add
20x = - 3.......and u can see, the y's have been eliminated
x = -3/20
so ur answer is : multiply top equation by 2 <=

D. Multiply the top equation by 2
That way, 3y(2) - 6y = 6y - 6y = 0
