congress(house of reps and senate) is responsible for making the laws or passing legislation. the senate currently has 100 senators- two for each state. there are also 435 reps in the house of reps and the number of reps from each state is based on the states population. the composition of congress changes every 2 years with the mid term elections, which cover all of the house of reps and one third of senate
