remember the distributive property
a(b+c)=ab+ac
and commutative property
a+b=b+a
so

distribute first

3(2x-3)=3(2x)+3(-3)=6x-9

now we have
12+6x-9+4
move like terms together
6x+12-9+4
add like terms
6x+7


the answer is 6x+7
