Let the answer be x percent:

So we say: the tax is x% of the price,

this means: $3.56 is x% of $89

"something %" means 1/100 times something,

thus, we write and solve the following equation:

\displaystyle{ 3.56= (x)/(100)\cdot 89

3.56\cdot100=x\cdot89

356=89x

\displaystyle{ x= (356)/(89)= 4

Answer: the tax is 4%
