I think this is an example of a social barrier.
Social barriers refers to social factors that a company has to pass before they can obtain a certain market share , such as language and culture.
In this case, japanese customers tend to value respects and good treatment compared to packaging or pricing, so Tiffany &co. has to pay attention to those factors if they really want to conquer the japanese market.
