The Puritan government of Massachusetts was a democracy or a theocracy, Massachusetts had aspects of both,the religious laws were dominant over most laws in the state. However, they didn't have any ruler. The only people who could vote were the "freemen." The Puritan government of Connecticut was controlled by the one and only King Charles II of England. He gave the governor the "executive" power. Being a Puritan was the only religion allowed. It was part of an extended monarchy and it wasn't going to change at the time.
