We have to simplify the expression.

We can try to factorize the polynomial. We can see that we can group the terms 2xy and 8y and do the same with -3x and 9:

\begin{gathered} 7xy(2xy-3x+8y+9) \\ 7xy(2y(x+4)-3(x-3)) \end{gathered}

We weren't able to group the terms much more.

The expression as it is given is in its simplest form.

Answer: the expression is already in its simplest form.
