Classical democratic theory suggested that popular government would only work if the people were virtuous. The virtue is a moral fineness in which it is a mannerism or value that is thought to be morally good and therefore is appreciated as a foundation of values and good moral existence. The personal virtues are features appreciated as endorsing collective and individual enormity.
