William Penn founded Pennsylvania in 1681 because he was granted the land by King Charles II since the king had a debt to his father. He established a government based on religious freedom and hoped his place would be a land of many cultures and customs.

In May 1682 Penn wrote the Frame of Government and created an organized government with a governor, a Provincial Council and a General Assembly that would be chosen by Freeman.

Penn desired to create a “Holy Experiment”, it was a plan that Penn desired to accomplish where Pennsylvania would be a good place for economy with good morals and religious tolerance. This did not happen because the investments of immigrants did not thrive and The Society of Free Traders was bankrupt in a few years.
