King is defining a conscious decision to disobey the law and bring forth an issue. Martin Luther King stated in his letter that there are two types of law, just and unjust law. He believed that an unjust law is not good for human society and must be disobey in order to make the government change the law.  so i would say civil disobedience - hope this helps!
