The answer is the freedom religion. In the English Bill of Rights, the right to bear arms is found in the fifth provision. Before Catholics were the only one who could bear arms but this provision was abolished then reinstated giving the Protestants the right to bear arms too. In Article 10 of the English Bill of Rights, it talks about excessive bail ought not to be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted.
