1. Taxes were set at the British rate in order to cover the cost of the war.
2. Counting votes took too long because each state had seven representatives.
3. Larger states had more power than smaller states
4. The federal government did not have the power to levy taxes.

4) The federal government did not have the power to levy taxes. This left the Federal Government with few options for generating revenue, and thus little ability to fund the various tasks of government.
