It takes energy (heat or work) to break a link. And the formation of a bond is a phenomenon that releases energy (and in general heat)


In an exothermic reaction, bonds are broken, but more is formed than broken. The overall effect is a release of energy (therefore heat). The heat released is equal to the internal energy variation of the system.
