All you need to do is to convert the numbers into decimals.
2/5 turns into 0.4, 0.23 is already a decimal, and 5/9 converts into 0.5 repeating.
Therefore, the order from least to greatest is 0.23, 2.5, and 5/9.

You can convert them all into decimals so 2/5 is 0.4
.23 is already a decimal
5/9 is 0.555555
from least to greatest its 0.23, 0.4, and 0.555 or 0.23, 2/5, and 5/9
