If a person does not practice reading dictionary entries, he or she will not learn the basic technical skills necessary for good comprehension. True or false?

Technically, false.
I don't know a single person who learned how to speak English well by simply reading dictionaries.
But if the question means reading the definition, along with a sample of the word in use, then it's much harder to understand what the word means, and what it might be used for.
