I just took the test and can varify that 1m/100cm and 60s/1min are the correct answer for the multiple choice question.

Note that
1 cm = 10⁻² m
1 s = 1/60 min

18 \, (cm)/(s) = (18 \, (cm)/(s) )*(10^(-2) \, (m)/(cm) )*(60 \, (s)/(min) ) = 0.6*18 \, (m)/(min)

Answer:
The conversion factors used are
100 cm = 1 m
60 s = 1 min
