Refer to the attached image. You'll see angle CXP up in the top left corner. In the bottom right corner is angle SYD which is congruent to CXP as they are alternate exterior angles. These angles are marked in green.

They are outside of the "train tracks" (aka the parallel lines), and they lie on opposite sides of the transversal line.

This is why the answer is choice B
