I'm a little indecisive about these options, but if it helps, I can tell you this:

Cyber-criminals use hacking, and illegal techniques for only theft, and petty attack.
Cyber-terrorism however, is directed towards destroying, manipulating, and corrupting data, or information. Such information can vary on type and size as well.
