equation of a circle is:
(x - h)^2 + (y - h)^2 = r^2
where (h, k) is the center and r = radius
put in n the values given
(x - 0)^2 + (y - 4)^2 = (sqrt(3))^2
x^2 + (y - 4)^2 = 3
