Whatever the people want it goes thorough the federal bureacacy first
They fight for the laws of the people to shape the laws through congress and special interest.

The federal bureacracy decides if what the people want is good or not before passing or rejecting
They shape the laws that go through congress and see if the special interests can win favors to get the law passed.
