Let the normal hourly rate is
x
Let the overtime rate is
1.3x

Number of hours he worked last week is 34 hours
The number of hours he is paid at normal rate is 31 hours
The number of hours he worked over time is 3 hours

For the 31 hours that he worked, he is paid
31x
For the extra 3 hours that he worked, he is paid
3(1.3x)

The equation for the earnings is

467.66=31x+3(1.3x)

467.66=31x+3.9x

467.66=34.9x

Solving this equation we have

x= (467.66)/(34.6) =13.4

Julio hourly rate is $13.4

The hourly rate of $13 is reasonable because multiplying 13×34 = 442 which is close to $467.66
